I've been trying to figure it out buy till far unsuccessfully - what does the sign says and are those things around the person at the front are like the weapon selection thingie you get in video games?

Btw, we have some kind of street festival or just plain "fuck-you-we're-gonna-be-douches" event with like mindblowingly loud Arabic music but not the good one, the one that's like mizrahit in arabic. Keep in mind that we do not have arabs here, just knitted-kipa jews and russians.

Who are "we"? Jerusalem? Afikim?
The sign is 'Keep out\in', which is apparently a real thing. Saw it in Masha's video game (which you can download and play btw, here - [link] but you need a PC).
